MAQHASHID AL SHARIA BASED APPROACH FOR POVERTY ERADICATION

Abstract


Sustainable Development Goals (SDGs) is one of the world agendas to develop countries around the world until sustainable welfare can be achieved. SDGs is the continuation of the Millenium Development Goals (MDGs) which had ended in 2015. On of the goals of the SDGs is “End Poverty in all its forms everywhere”. Basically, World Bank has defined poverty therough the Basic Needs Approach where someone is considered in poverty when he/she is unable to fulfill his/her basic needs. This basic needs is represented internationally using the poverty line of $2 PPP per capita or 2100 calories per day per capita. However, the writer feels that there are many other factors that must fulfilled by people other than his basic needs which may affect the well-being of that person. This is connected to the first goal of the SDGs that would like to end poverty in all its forms. This would need thinking out of the Conventional Economic box which can be explained by Islamic Economics. Based on Syekh Al-Syathibi’s quote in the book Al- Muwwafakat, “Indeed syariat has been assigned based on fulfilling humanity’s maslahat in the world and akhirat.”  Syariat can be connected with Maqhashid Al-Sharia which consists of Din (Religion), Nafs (Life), Nasl (Offspring), Aql (Mind), dan Mal (Wealth). When someone is able to protect these factors, he/she should be able to be considered not poor. This means there must be a redefined from the basic needs approach to the Maqasid Al Sharia approach. The methodology of research that will be using literature reviews and quantitative data on the factors that will be used as the new poverty indicator. The data that will be used is the IFLS (Indonesia Family Life Survey). At the end, we would like to measure the poverty using the new indicators. With this research using the new approach, we hope that policies for poverty eradication will become more effective in reducing poverty and reaching mashlahat.
