The Role of Internal Migration in Reducing Regional Poverty

Abstract


Migration that individuals go from one place to another for settlement purposes due to political, social and economic reasons has an important role on regional poverty. Impact of internal migration on regional poverty differs  according to immigrant qualifications, regional conditions and  reasons of migration in relation to migration and poverty. According to the opinion that internal migration reduces regional poverty, internal migration that less costly compared to international migration also allows the very poor to emigrate. This provides both additional income for poor households with remittance and increases employment in poorer regions ensuring the absorption of the workforce in rural areas that immigrant by absorbing too much of the workforce. Studies that emphasize the negative impact of internal migration on regional poverty focuses remittance insufficiency and immigrant qualifications.Under the assumption that more efficient workforce migrated, inadequate remittance can lead to further deeper regional poverty in immigrant regions.The fact that immigrants are formed from efficient and qualified labor force negatively affects the labor force distribution in immigrant regions and increasing poverty by reducing productivity.

The purpose of this study is to analyze the impact of internal migration on regional poverty in Turkey. In this context, after the theoretical framework of the relationship between internal migration and regional poverty was established, the impact of internal migration on regional poverty will be determined by panel data analysis based on level 1 data during the period of 2008-2015 in Turkey. In this study regional poverty data used  as a dependent variable and used both internal and external migration data for internal migration. According to the result of the study, emigration increases regional poverty; immigration reduces regional poverty. Internal migrations that are more dependent on one of the members of the family and high share of educational migrants in total internal migration volume play an important role in achieving these results in Turkey
